Children, Families, Immigrants, and Refugees: Support and Tools Initiative
First 5 California is seeking a qualified organization to serve as the statewide implementation and administrative partner for the Children, Families, Immigrants, and Refugees: Support and Tools Initiative. This three-year initiative is designed to address the urgent needs of children ages zero to five in immigrant, refugee, asylum-seeking, and mixed-status families across all 58 California counties. The selected contractor will develop and manage a centralized, statewide infrastructure to connect families with culturally responsive and trauma-informed resources; establish an Immigration Guidance Team to interpret and respond to policy changes; implement data-tracking and evaluation systems; and administer up to $3,000,000 in local grants to community-based organizations. The initiative emphasizes equity, communication systems linking families and state leadership, policy responsiveness, and capacity building. The contractor will oversee grantmaking, reporting, compliance, and statewide coordination to ensure immigrant families with young children have safe, reliable access to services and support systems.
