Snohomish County is soliciting qualifications from experienced firms to provide comprehensive design services for the Chinook Marsh Restoration Project. The selected consultant will be responsible for preparing full Plans, Specifications, and Estimates (PS&E) based on a preferred alternative identified through prior feasibility analysis. Scope includes environmental and engineering design tasks such as hydraulic and hydrologic modeling, permit application preparation, coordination with regulatory agencies, utility coordination, and public outreach support. The consultant will deliver progressive design submissions at 60%, 90%, and final stages suitable for construction bidding. The project focuses on restoring up to 430 acres of estuarine habitat, including levee modifications and recreational elements. Additional responsibilities include supporting permitting processes and providing consultation during construction. The effort is part of a multi-year phased restoration initiative expected to conclude construction by 2029.
