The City of Torrance is seeking qualified consulting firms to conduct a comprehensive Citywide Fee Study and Development Impact Fee Study. The selected consultant(s) will evaluate the City’s current fee structures, cost recovery methodologies, and development impact fees to ensure compliance with California laws and industry standards. The scope includes reviewing current fee schedules, analyzing operational and overhead costs, conducting benchmarking against comparable California cities, and preparing recommendations for updated or new fees. The project also includes development of nexus studies, land use assumptions, capital improvement assessments, and legally defensible cost allocation methodologies for development impact fees. Consultants will prepare draft and final reports, fee calculation models, implementation guidance, stakeholder presentations, and adoption support materials. The City requires editable Microsoft Excel-based fee models and public presentation materials to support future updates and transparency. The engagement may also include as-needed operational analysis and cost allocation support services during the contract term.
