Civic Center Campus Assessment and Feasibility Study
The City of Tustin is seeking qualified consulting firms to conduct a comprehensive assessment and feasibility study for its Civic Center campus. The project will evaluate the City’s current and future administrative facility needs over a 20–30 year planning horizon. Services include facility condition assessment, staffing and space needs analysis, lifecycle cost evaluation, redevelopment feasibility, conceptual site planning, financial modeling, and evaluation of project delivery methods such as Design-Build and Public-Private Partnerships. The selected consultant will assess alternatives including renovation, expansion, consolidation, reconfiguration, or development of a new Civic Center campus. The study will also consider opportunities for civic and community space integration, redevelopment potential, and long-term operational efficiency. Deliverables include alternatives analysis, financial and delivery strategy evaluations, implementation considerations, and presentations to City Council. The overall objective is to provide the City with a data-driven strategic framework to support future decision-making regarding civic facilities and redevelopment opportunities.
