Community Development Block Grant Allocation for External Sub-recipients
The City of Escondido is soliciting proposals from qualified public agencies, nonprofit organizations, community-based development organizations, and eligible for-profit entities to administer programs funded through the Community Development Block Grant (CDBG) Program for Fiscal Year 2026-2027. Funded by the U.S. Department of Housing and Urban Development under Title I of the Housing and Community Development Act of 1974, the CDBG program supports activities that benefit low- and moderate-income individuals and neighborhoods. The City seeks proposals for public services and capital improvement projects that meet at least one federal National Objective—benefiting low- and moderate-income persons, addressing urgent community needs, or eliminating slum and blight conditions—and align with the City’s Consolidated Plan priorities. Priorities include affordable housing development and preservation, homelessness prevention, supportive services for vulnerable populations, and public facility and infrastructure improvements. Subrecipients will be required to establish measurable outcomes, submit quarterly reports, and comply with federal regulations governing CDBG funding.
