The City of Diamond Bar is seeking proposals from qualified consultants to provide Community Development Block Grant (CDBG) program administration services for Fiscal Year 2026–2027. The selected consultant will support the administration and implementation of federally funded community development projects funded through the Los Angeles Urban County CDBG Program. Services include technical assistance, labor compliance monitoring, contract compliance, preparation and processing of project amendments, financial management support, reporting to the Los Angeles County Development Authority and the United States Department of Housing and Urban Development, and coordination for audits and monitoring activities. The consultant will also act as the City’s liaison to the Los Angeles County Development Authority while ensuring compliance with all applicable federal, state, and local regulations. The City’s total operating budget for the program is $399,734, including annual allocations and carried-over funds, which will support the Home Improvement Program and Americans with Disabilities Act compliant curb ramp improvements.
