The City of Menifee is seeking qualified consulting firms to provide comprehensive professional services for its Community Development Block Grant (CDBG) Program. The selected consultant will support the preparation of the 2027–2032 Consolidated Plan, including the development of a Five-Year strategic planning document required by the U.S. Department of Housing and Urban Development. This includes preparation of the Annual Action Plan for the first program year and updates to the City’s Citizens Participation Plan. Additionally, the consultant will conduct an Analysis of Impediments to Fair Housing Choice, identifying barriers to housing access and recommending strategies to address them. The scope also includes ongoing, as-needed CDBG program consulting services, such as regulatory compliance guidance, environmental review support, and program implementation assistance. The project emphasizes community engagement, data-driven analysis, and compliance with federal regulations to support housing, community development, and equitable growth initiatives.
