Community-Driven Process to Develop an Implementation Framework For Water Quality Recovery in the Laguna De Santa Rosa Watershed
The City of Santa Rosa is seeking qualified consulting firms to support a community-driven stakeholder process to develop an implementation framework for water quality recovery in the Laguna de Santa Rosa Watershed. The watershed is listed on California’s Clean Water Act Section 303(d) list of impaired waters due to nutrient loading, sedimentation, temperature impacts, and low dissolved oxygen. The selected consultant will facilitate a multi-stakeholder Taskforce process to inform regulatory development by the North Coast Regional Water Quality Control Board. Services include conducting a stakeholder assessment, facilitating approximately 13 in-person Taskforce meetings over two years, drafting meeting materials and reports, coordinating with a Core Team, preparing mid-project and final reports, and developing a proposed implementation framework outlining responsible parties, compliance strategies, and monitoring recommendations. The consultant may also assist in organizing a State of the Laguna Conference to present project outcomes.
