Community Engagement and Financial Strategy on Polluters Pay Settlement Fund
The City of Richmond is seeking a qualified consultant or consultant team to support community engagement and to develop a financial strategy for allocating funds from the Polluters Pay settlement with Chevron Corporation. The settlement will provide $550 million over ten years, and the City intends to use the funds to support a just economic transition, improve public services, and address environmental and economic impacts from fossil fuel dependence. The selected consultant will facilitate inclusive community engagement sessions, gather input from residents, City staff, and elected officials, and help design a transparent expenditure framework aligned with community priorities. In addition, the consultant will provide advisory recommendations on how the settlement funds should be held and invested during the engagement process. Deliverables include a community engagement plan, a financial strategy report, an expenditure framework, and a final presentation to the City Council.
