Community Hazard and Risk Analysis
The City of Eugene is seeking qualified consultants to conduct a comprehensive, screening-level Community Hazard and Risk Analysis focused on long-term environmental and public health risks. The project aims to evaluate risks associated with hazardous materials use, storage, and legacy industrial or commercial activities within the community. The selected consultant will develop a risk assessment framework, identify high-risk facility types, and analyze exposure pathways and vulnerable populations. The scope includes reviewing national, state, and local data sources, assessing regulatory coverage, and identifying gaps in oversight or financial assurance mechanisms. Additionally, the consultant will provide strategic recommendations, including policy or programmatic options for addressing identified risks. The final deliverables include technical memoranda, a detailed report, and presentations to City leadership.
