San Mateo County Health's Public Health, Policy & Planning division is seeking a consulting firm or organization to provide time-limited advisory, facilitation, and capacity-building services in support of the County's Community Health Assessment (CHA) and Community Health Improvement Plan (CHIP). The CHA is a countywide process combining quantitative data, qualitative findings, lived experience, and stakeholder input to identify priority health and quality-of-life needs for nearly 800,000 residents across 20 cities; it will provide the evidence base for the subsequent CHIP. The County has completed initial planning and now needs specialized support to move from preliminary planning to implementation readiness.

Can a new established consulting firm apply if it is not formally registered as a LLC, but will be fully registered before the anticipated contract start date? The firm's principle/lead consultant has 18+ years of experience in, including a diverse team with extensive public health experience, including CHA/CHIP/Strategic Planning. We note that supporting documentation is required with the submission and would appreciate clarification on what documentation would be acceptable for a company that is not yet registered. Thank you

Additionally, does “comparable planning efforts with local health departments” include health/human-services systems planning, implementation planning, technical assistance, program/data quality improvement, or homelessness/housing initiatives conducted in coordination with local public agencies? For Sections 4.3.2 and 4.3.9, may a newly established consulting firm likewise use comparable projects performed by its principal/key personnel during prior employment, provided the proposal clearly identifies the employing organization and the individual's role, and may references associated with those projects be provided as the required project references?
