The County of Sonoma Department of Health Services is seeking qualified consultants to provide comprehensive fee study consulting services on an as-needed basis. The objective is to evaluate and ensure that service fees accurately reflect the full cost of services provided across multiple divisions, including public health, behavioral health, administration, and homelessness programs. The selected consultant will conduct cost-of-service analyses, assess cost recovery levels, and recommend updated or new fee structures aligned with statutory and regulatory requirements. The work includes developing financial models, performing comparative fee surveys, identifying revenue opportunities, and preparing detailed reports and presentations for stakeholders and governing bodies. The consultant will also provide tools, training, and ongoing support to enable the County to maintain and update fee structures over time.
