Comprehensive Plan Update: Climate Element
The City of Mill Creek, Washington is seeking qualified climate planning consultants to develop a Climate Element for incorporation into its Comprehensive Plan. The project includes two integrated components: a Climate Resiliency Subelement and a Greenhouse Gas Emissions Reduction Subelement. The resiliency component will assess climate hazards, evaluate community vulnerability, and develop adaptation and resilience strategies. The greenhouse gas component will establish emissions inventories, set reduction targets, and create mitigation policies aligned with Washington State requirements. The selected consultant will conduct technical analysis, community and tribal engagement, policy drafting, and regulatory compliance documentation consistent with the Growth Management Act and State Environmental Policy Act. The work is funded in part through a Washington State Department of Commerce Climate Planning Grant supported by the Climate Commitment Act. Deliverables will support legislative adoption into the City’s Comprehensive Plan and align with state climate policy frameworks.
