Comprehensive Review and Evaluation of Land Development User Fees Fee Study
The City of Santa Barbara is seeking a qualified consultant to conduct a comprehensive cost-of-service fee study focused on land development user fees across multiple departments, including planning, building and safety, public works, and related services. The project aims to evaluate existing fees, determine the true cost of providing services, and recommend updated fee structures to improve cost recovery while ensuring compliance with applicable regulations such as California Propositions 26 and 218. The selected consultant will analyze direct, indirect, and overhead costs, compare current recovery levels, and benchmark against similar jurisdictions. The study will include stakeholder engagement, preparation of detailed reports, financial modeling tools, and presentations to City leadership bodies. Additionally, the consultant will develop methodologies for ongoing fee adjustments and provide training to City staff. The overall goal is to establish a transparent, defensible, and sustainable fee framework aligned with the City’s operational and financial objectives.
