WHAT THEY WANT
(Summarized from the RFP)
The City of San Leandro, on behalf of the San Leandro Police Department (SLPD), is seeking proposals for software and implementation services for a Computer Aided Dispatch (CAD) and Records Management System (RMS) environment that also covers Jail Management and Property and Evidence, with an integrated enterprise system preferred. The Department wants to replace a legacy platform nearing end of life — one with reduced vendor support, heavy reliance on spreadsheets and Word or PDF workarounds, weak case management, retention and audit capability, and limited mobile support — with a modern system that supports mission-critical operations around the clock with high availability, reliability and resiliency.

Attachment A, Section 13 (Exceptions to Project Scope and Contract Terms), and RFP Body, Sections 3.6–3.7 (Contract Negotiation): Section 13 permits Proposers to identify exceptions to the RFP’s scope, terms, and conditions with their Proposal, and Sections 3.6–3.7 describe a Contract Negotiation phase conducted with the top-ranked Proposer following evaluation. Can the City confirm whether exceptions identified under Section 13 will be substantively discussed and negotiated during that Contract Negotiation phase, rather than being resolved unilaterally under the City’s reservation of the right to disallow exceptions stated in Section 13?
