Condition Assessment and Business Case Evaluation
The City of Sacramento Department of Utilities is soliciting proposals from qualified consulting firms to conduct a comprehensive Condition Assessment and Business Case Evaluation of the City’s Combined Wastewater Treatment Plant. The facility, originally converted in 1979 to serve as a wet-weather primary treatment plant, has not undergone a full condition assessment in over 45 years. The selected consultant will evaluate structural, mechanical, electrical, hydraulic, operational, and maintenance components to identify deficiencies, assess remaining useful life, and determine risk and criticality of assets. The project includes preparing a detailed Condition Assessment Report and a Business Case Evaluation that analyzes repair, rehabilitation, replacement, or upgrade alternatives using financial, social, and environmental criteria. The goal is to support long-term capital planning, regulatory compliance under the National Pollutant Discharge Elimination System permit, and sustainable management of critical wastewater infrastructure.
