On the east side of the access road approximately 150 ft. south of the catch basin, which is on the west (downgradient)side of the landfill, there is a white 6-8 Inch PVC pipe which extends out of the landfill slope discharging to the west into the storm drain ditch next to the road (photo attached). It is unclear what the purpose of this pipe is. Please describe.

Appendix C (Olalla Landfill Solid Waste Handling Permit, Section IV.D.1, p. 34) references Ecology's written concurrence dated August 3, 2026, on the approved groundwater and landfill gas monitoring variance, including the applicable cleanup levels, exposure-risk comparisons, and rationale for the approved analyte reductions. Would the County be willing to share this August 3, 2026, Ecology concurrence letter with all offerors, either directly or as a published addendum? Understanding Ecology's stated basis for the current monitoring variance would help us ensure our technical approach and Task 2 (Compliance Monitoring Plan update) scope is accurately aligned with the program as currently approved.

Given the engineering-design nature of these two deliverables listed in Question 12, can the County confirm whether a professional engineer is required on the project team to complete them, distinct from the geologist/hydrogeologist supervision standard that applies to the routine monitoring and sampling scope?
