Consulting Services for Pavement Condition Assessment
San Joaquin County Department of Public Works is seeking qualified consulting firms to provide professional and technical services for a countywide pavement condition assessment project. The selected consultant will evaluate designated county roadways, assign Pavement Condition Index scores in accordance with ASTM Standard D6433, measure roadway roughness using the International Roughness Index methodology, and identify feasible rehabilitation alternatives. The project includes the development of Excel and Geographic Information System databases summarizing pavement conditions, prioritization of roadway improvement projects, and preparation of a recommended five-year pavement management plan. Consultants must also provide data compatible with Cartegraph (OpenGov) and StreetSaver pavement management platforms. The County’s roadway system includes approximately 1,599 miles of paved roadway, with roughly 701 miles included in the primary assessment scope. The project is locally funded and requires experience in pavement management, engineering analysis, roadway condition assessment, and transportation infrastructure planning.
