The City of San Diego Parks and Recreation Department is seeking a qualified consultant to conduct a comprehensive Cost of Service Study analyzing the revenue generated by user fees and permits against the actual cost of providing those services. The Department manages over 42,000 acres of parkland, 60 recreation centers, 15 swimming pools, 26 miles of oceanfront shoreline, Balboa Park, and numerous other facilities serving an estimated 18 million visits per year. The study must cover more than 220 user fees across nine major fee categories: athletic programs, Balboa Park facilities, recreation facility building use (spanning more than 70 named centers and pools), beaches and bays, campgrounds, miscellaneous fees, Mount Hope Cemetery, and aquatics.
