The Confederated Tribes of the Umatilla Indian Reservation, through its Cultural Resources Protection Program, is soliciting proposals to assemble a pool of cultural resource firms that will advise and assist the program. The program was created in 1987, has held the Tribal Historic Preservation Office responsibilities since 1996, and works with federal agencies on archaeological decisions on Tribal lands and on lands ceded in the Treaty of 1855. It needs outside help leading large cultural resource assessment projects, documenting the built environment, writing reports and performing technical review while its archaeologist positions are vacant.

A responsible official, agent or representative of the firm must sign the proposal. Keep it under 30 single-sided pages in at least 12-point font; writing samples and divider sheets are excluded from the count. Follow the RFP's criteria order: firm history, conflicts of interest, key staff and resumes, relevant experience, writing samples (at least two), references (three), and scope of services with an hourly cost proposal. Any work subcontracted to a third party must be named and described, with its cost included in the price. Late proposals will not be considered.
