Deferred Compensation Consulting Services
Multnomah County is soliciting proposals from qualified firms to provide independent consulting, solicitation support, and audit services for its governmental Section 457(b) deferred compensation plan. The plan serves approximately 5,800 employees and manages approximately $800 million in assets. The selected contractor will act as a fiduciary advisor, supporting the Deferred Compensation Committee with quarterly investment performance reviews, fund monitoring, fee benchmarking, provider performance evaluation, governance updates, and regulatory compliance guidance. Services also include education and training for committee members and plan participants, annual review of the Investment Policy Statement, and advisory support regarding Internal Revenue Service and state regulatory changes. Additionally, the contractor may assist with future competitive procurements for recordkeeping and plan administration services, including drafting Requests for Proposals, evaluating submissions, negotiating terms, and managing transitions. The County seeks a vendor that demonstrates independence, ethical practices, technical expertise, and cost-effective service delivery.
