Design and Implementation Services of the Central California Rural Regional Energy Network Nonresidential Strategic Energy Management Program
The County of San Luis Obispo is seeking qualified consultants to design and implement the Central California Rural Regional Energy Network Nonresidential Strategic Energy Management Program. This initiative focuses on delivering energy efficiency solutions to non-residential customers—including agricultural, commercial, industrial, and public sector entities—across a 14-county region in California. The program targets underserved, disadvantaged, and hard-to-reach communities that typically lack in-house energy management resources. The selected consultant will develop and execute a structured, cohort-based energy management program aligned with California Public Utilities Commission guidelines, including the Strategic Energy Management Design Guide and Measurement and Verification Guide. Services will include customer outreach, program design, implementation of behavioral and operational efficiency measures, and ongoing technical support. The goal is to achieve long-term, cost-effective energy savings while building local capacity and supporting equitable access to clean energy programs.
