WHAT THEY WANT
(Summarized from the RFP)
The Department of Water Resources is seeking a contractor to design, implement and support an independent Community Hydrologic Prediction System (CHPS) Operator-Client environment. The department has statutory and public safety responsibilities for collecting hydrometeorological data and issuing real-time runoff forecasts, and it currently runs forecasting in coordination with the National Weather Service California-Nevada River Forecast Center. The new system is meant to act as a complementary stand-alone backup, strengthening operational resilience, business continuity and redundancy, while staying compatible with existing CHPS standards and workflows. CHPS is built on the Delft-FEWS (Flood Early Warning System) platform, so deep experience configuring and operating that software is central to the work.
