Development of a Travel Demand Model
The City of Oxnard is seeking proposals from qualified consulting firms to develop a comprehensive Travel Demand Model for the Oxnard area that aligns with the Ventura County Transportation Commission and Southern California Association of Governments regional models. The project includes development of a 2025 base year model and 2050 forecast year model capable of evaluating roadway, transit, bicycle, pedestrian, and freight transportation impacts. The selected consultant will perform data collection, land use analysis, model calibration and validation, multimodal transportation analysis, forecasting, reporting, training, and documentation services. The model must support transportation planning, Vehicle Miles Traveled analysis, Senate Bill 743 compliance, and future infrastructure evaluations. Services also include creation of user-friendly outputs, dashboards, and training materials so City staff can independently operate and maintain the model. The project is federally funded through Caltrans and requires compliance with applicable federal transportation and prevailing wage regulations.
