The City of Chula Vista is seeking proposals from qualified consulting firms to conduct a comprehensive Development Services Department Permit Fee Study. The project includes a full cost-of-service analysis, modernization of master fee schedules, and evaluation of deposit-based versus flat-fee billing structures. The selected consultant will review existing fee schedules, staffing, workflows, billing practices, and applicable state and federal regulations. Services also include benchmarking comparable jurisdictions, developing dynamic fee models, assessing administrative efficiency, recommending policy updates, and preparing final reports and presentations for City staff, Planning Commission, and City Council. The consultant will also provide implementation support, staff training, and recommendations for long-term fee adjustment strategies. The goal of the study is to improve transparency, cost recovery, administrative efficiency, and regulatory compliance while supporting the City’s long-term fiscal sustainability and service delivery objectives.
