Differential Response
The County of San Mateo Human Services Agency, Children and Family Services branch, is soliciting qualified providers to deliver Differential Response services as an early-intervention, family-centered child welfare prevention strategy. The program is designed to strengthen protective factors, stabilize families, and reduce deeper involvement in the child welfare system. Services focus on low- to moderate-risk families referred through Differential Response Pathways 1 2 and 4 including community response collaborative child welfare response and aftercare support following case closure. Contractors will conduct in-person assessments using evidence-based tools, develop Family Well-Being Plans, provide case management using Motivational Interviewing, connect families to community-based supports, and deliver time-limited aftercare services. Providers must collaborate with County departments and community partners to participate in Continuous Quality Improvement processes, ensure cultural and linguistic accessibility, and track and report outcomes. Approximately 600 families per year across two regions are expected to receive services under the resulting five-year agreements.
