District 12 Vehicle Miles Traveled Mitigation Strategy Study
The California Department of Transportation is seeking consultant services to conduct the District 12 Vehicle Miles Traveled Mitigation Strategy Study in Orange County. The study will develop a comprehensive framework to mitigate the impacts of vehicle miles traveled from highway projects, in compliance with Senate Bill 743 and the California Environmental Quality Act. The selected consultant will evaluate multimodal transportation strategies, mitigation banking and exchange programs, funding mechanisms, managed-lane revenue opportunities, and land-use strategies that reduce greenhouse gas emissions and vehicle miles traveled. Deliverables include impact estimates, cost-benefit analyses, feasibility assessments, implementation planning, constraints analysis, alternative evaluations, and a final study report. The study aligns with federal, state, and regional sustainability, equity, and climate goals.
