Downtown Expansion Plan Development Impact Fee And Nexus Study
The City of Santa Cruz is soliciting proposals from qualified consultants to prepare a Development Impact Fee and Nexus Study for its Downtown Plan Expansion area. The purpose of this study is to establish a legally compliant and data-driven framework for assessing development impact fees in accordance with the Mitigation Fee Act (California Government Code Sections 66000–66025). The selected consultant will review and validate existing buildout assumptions and infrastructure cost estimates, assess current public facility capacities, and analyze the relationship between new development and infrastructure demands. The project includes conducting a nexus and proportionality analysis, developing a fee structure based on square footage, and preparing a comprehensive Nexus Study report. This report will support the City in justifying and adopting new impact fees aligned with planned land use, infrastructure needs, and policy objectives for the Downtown Expansion area.
