Downtown Modesto Multimodal Transportation Network and Land Use Compatibility Action Plan
The City of Modesto is seeking a consultant to prepare a comprehensive action plan integrating multimodal transportation systems with land use strategies in downtown Modesto. The project supports the upcoming Altamont Corridor Express commuter rail station and broader Valley Rail expansion. Work includes evaluating existing transportation and land use conditions, improving pedestrian, bicycle, transit, and vehicular connectivity, and supporting transit-oriented development and infill growth. The consultant will lead robust public and stakeholder engagement, including outreach to underserved communities, and conduct community impact and displacement analysis. Additional tasks include alternatives analysis for multimodal access and land use compatibility, development of implementation and phasing strategies, and preparation of financial and funding approaches. The final deliverable will be a strategic action plan that enhances regional access, economic vitality, sustainability, and equitable mobility while aligning with local and state transportation, climate, and smart growth frameworks.
