Early Support for Infants and Toddlers
The Washington State Department of Children, Youth & Families (DCYF) is seeking qualified provider agencies to deliver Early Support for Infants and Toddlers (ESIT) services under Part C of the Individuals with Disabilities Education Act. This competitive solicitation aims to ensure comprehensive early intervention services for eligible infants and toddlers from birth through age two with developmental delays or disabilities, and their families, across Washington State (excluding King, Pierce, Snohomish, and Spokane counties). Contractors will provide family-centered, strengths-based services delivered primarily in natural environments such as homes and community settings. Services must align with federal and state ESIT policies, support Individualized Family Service Plans (IFSPs), and include multidisciplinary supports such as therapy, care coordination, and developmental services. The contract emphasizes evidence-based practices, timely service delivery, coordinated Child Find efforts, and performance-based contracting requirements. Funding sources include state appropriations, the Education Legacy Trust Account, and federal Part C IDEA funds.
