The State of Washington Department of Children, Youth, and Families is issuing a Request for Information to identify commercially available Early Intervention Case Management Systems to support the Early Support for Infants and Toddlers program under Part C of the Individuals with Disabilities Education Act. The State seeks configurable Commercial Off-The-Shelf or Software as a Service solutions capable of meeting federal IDEA Sections 616 and 618 reporting requirements while supporting statewide case management, compliance monitoring, fiscal oversight, and data exchange. The replacement system must serve approximately 2,500 users across state and local agencies, provide real-time role-based access, maintain a single non-duplicated child record, and include a family portal. Required capabilities include interoperability with internal and external systems, secure data exchange, accessibility compliance, legacy data migration, audit logging, and robust reporting and analytics. The information gathered will inform a future competitive procurement and modernization effort.
