Economic Impact Study for Potential and Recommended Capital Improvements
The City of Spokane Valley is seeking qualifications from consultants to conduct a comprehensive Economic Impact Study evaluating potential and recommended capital improvements along Sprague Avenue’s Auto Row. This corridor is a major contributor to the City’s retail sales tax base, particularly through auto dealership activity. The study will quantify direct, indirect, and induced economic impacts associated with infrastructure and capital improvements, including pavement preservation, utility coordination, pedestrian safety upgrades, intersection enhancements, and improved utilization of Appleway Avenue. The selected consultant will assess projected impacts on dealership sales, employment, and municipal tax revenues, while also evaluating return on investment for public and private stakeholders. The study must include stakeholder engagement strategies, performance metrics, estimated capital and maintenance costs, and case study comparisons from other municipalities. Findings will inform future infrastructure planning and economic development strategies to strengthen long-term commercial vitality in the district.
