Economic Revitalization Strategy – Downtown Richmond And Macdonald Avenue
The City of Richmond is seeking qualified consultants to develop a comprehensive, community-driven Economic Revitalization Strategy for Downtown Richmond and the Macdonald Avenue corridor. The selected consultant will synthesize prior planning efforts, conduct market and financial analyses, and identify catalytic development opportunities to promote inclusive and sustainable economic growth. The scope includes evaluating vacancy tax feasibility, analyzing vacant and underutilized properties, preparing housing targets aligned with the City’s Housing Element, and producing 3D redevelopment visualizations and architectural renderings. The consultant will lead robust community engagement efforts, including workshops, surveys, and bilingual outreach, and prepare actionable implementation steps with performance metrics. Deliverables include existing conditions assessments, market opportunity analysis, a draft and final strategy report, presentation materials, and implementation toolkits. The project term is anticipated to span two years and is supported by a City budget of $350,000.
