Electronic Benefits Transfer System and Services
The State of Washington Department of Health is seeking qualified contractors to provide an Electronic Benefits Transfer system and associated services for the Women, Infants, and Children Nutrition Program. The purpose of this procurement is to replace the current EBT service provider contract, which is set to expire in August 2026, and to ensure continuity of services without disruption to program participants, retailers, and providers. The selected contractor will be responsible for delivering a fully functional EBT system, including transaction processing, financial system integration, and ongoing system maintenance and support. The contractor must also manage the transition from the existing system to the new system seamlessly. This includes ensuring system reliability, compliance with federal and state requirements, and maintaining uninterrupted service delivery. The project is funded through federal support and aims to enhance operational efficiency and service quality within the WIC program.
