Services must include online survey administration, secure data management, analytical reporting, benchmarking capabilities, and action-planning tools accessible through an online portal. The consultant will support organizational insights through structured reporting and continuous engagement strategies. Proposals will be evaluated on capacity, methodology, experience, pricing, small business participation, and commitment to Equal Employment Opportunity compliance. The contract will be awarded on a best-value basis.
