The Port of Seattle is seeking a qualified consultant to design, administer, and analyze employee engagement surveys for its approximately 2,600-person workforce over a multi-year contract period. The core deliverables include: full employee engagement surveys administered in 2027, 2029, and 2031 (each in the second quarter); key driver predictive and prescriptive data analysis; executive briefings and individual group presentations (up to four divisions such as Aviation, Maritime, Central Services, and Finance); manager-level dashboards; and periodic check-in tools for non-survey years. HOW TO SUBMIT
Proposals must be submitted electronically via email to e-submittals-sa@portseattle.org. Hard copy proposals and linked file submissions (including file-hosting services such as Citrix Files and Dropbox) will not be accepted. The email subject line must include the solicitation number, firm name, and solicitation title. The proposal body must be submitted as a separate PDF attachment; Exhibit 3 (Company Information) must be submitted as a separate Excel file attachment; Exhibit 4 (Mock Fee Schedule) must be included; and resumes must be submitted as a separate PDF attachment — all in the same email. Files must be named with the company name and solicitation number (e.g., 123Consulting_00322918) using no special characters. The Port's email server will not accept files larger than 10 MB; if the proposal exceeds 10 MB, it must be sent in multiple emails labeled sequentially (e.g., 'Email 1 of 5'). Compressed files, including .ZIP attachments, are not accepted. The proposal body is limited to eight pages of content on 8.5" x 11" pages in legible font; cover pages, tables of contents, separator pages, a one-page Letter of Interest, exhibits, and a resume appendix are excluded from the page count.
