Employment Assistance Program Services
The City of San Diego is soliciting proposals from qualified firms to provide comprehensive Employment Assistance Program (EAP) services for approximately 13,300 city employees and their eligible dependents. The program is intended to support employee well-being, mental health, and workplace productivity through a wide range of services including 24/7 telephonic counseling, crisis intervention, in-person and virtual counseling sessions, and referrals to specialized care providers. The selected vendor will also provide management consultation, training and education programs, critical incident response, and substance abuse support services. Additional services include financial and legal consultations, communication and outreach materials, and reporting on program utilization. The objective is to secure a single provider capable of delivering high-quality, accessible, and confidential support services that enhance workforce health and organizational effectiveness while meeting all compliance and reporting requirements established by the City.
