Energy Efficiency Impact, Market, and Process Evaluations for Custom Projects, Strategic Energy Management and Meter-Based Energy Savings Programs Consulting
The California Public Utilities Commission is seeking a contractor to provide comprehensive Evaluation, Measurement, and Verification services for energy efficiency programs across commercial, industrial, agricultural, and new construction sectors. The scope includes impact, market, and process evaluations for custom projects, Strategic Energy Management programs, and Normalized Metered Energy Consumption initiatives. The contractor will conduct ex-ante custom project reviews and ex-post impact evaluations, develop research and evaluation plans, perform data collection and sampling, estimate gross and net energy savings, and provide support for stakeholder engagement. Responsibilities also include maintaining compliance with California Energy Efficiency Evaluation Protocols, supporting updates to the Database of Energy Efficiency Resources and related tools, preparing reports, conducting workshops, and assisting with policy and planning support. The work supports the State’s energy efficiency goals, greenhouse gas reduction mandates, and oversight of ratepayer-funded utility programs.
