Energy Efficiency Savings Measurement, Estimation, Program Oversight, and Evaluation of the Group E Sectors
The California Public Utilities Commission (CPUC) is soliciting proposals to conduct energy efficiency savings measurement, estimation, oversight, and evaluation services for the Group E Sectors, including Industry and Market Studies and the Potential and Goals Study. The selected contractor will support forecasting and updating long-term energy efficiency savings goals, assess technical, economic, and market achievable potential, and develop simulation modeling tools to inform Integrated Resource Planning and legislative mandates such as Senate Bill 350 and Assembly Bill 802. The work includes building adoption models, conducting market assessments, evaluating cost-effectiveness using Total System Benefit metrics, supporting codes and standards savings analysis, and producing energy efficiency demand scenarios for statewide planning. The contractor will also conduct industry-specific studies, stakeholder engagement, data collection, reporting, and equity-focused research. This contract supports California’s greenhouse gas reduction goals and ensures ratepayer-funded energy efficiency programs are evaluated accurately, transparently, and cost-effectively.
