Under Section 7: Technical Proposal: it specifies the project schedule, and materials in the appendix will not count towards the 14-page limit. Does this exemption also apply to a front or back cover, divider page, or table of contents pages?

Can the District elaborate on the design team’s desired involvement in the public outreach/engagement process, including whether the design team should lead or support it? If leading, should the design team’s communications staff develop a schedule and plan for outreach or follow a District defined plan for the schedule and scope of outreach?

Would it be acceptable to include a graphic on an 11x17 sheet? If so, would it count as one page or two toward the overall page limit?

Section 7 of the RFP does not list a detailed scope of work as a required proposal component, and Section 4 notes the District will accept alternative task breakdowns. Should proposers include a detailed scope of work describing tasks, deliverables, and assumptions? If so, may it be included as an appendix that does not count toward the 14-page limit?

The schedule identifies 90% design completion in November 2027 (page 11 of the PDF), followed by final construction documents in February 2027, which appears inconsistent with subsequent bidding/construction milestones. Can the District provide a corrected schedule for both facilities?

HOW TO SUBMIT
All submittals are received electronically through the District's Vendor Portal at http://www.planetbids.com/portal/portal.cfm?CompanyID=21516. All proposers must register as a vendor through the portal; for assistance registering, contact Star Glaze, Contracts Administrator, at (530) 543-6205. Interested parties submit through the portal one electronic copy in PDF format of their Technical and Cost Proposal. The Technical Proposal and a cost estimate must both be submitted, and a project schedule detailing the steps and deliverables is required; the schedule and any appendix material are exempt from the page limit. Where a subconsultant accounts for more than 10 percent of total project cost, the proposal must include similar information for that firm. Proposals are addressed to Mark Seelos, Water Resources Manager, South Tahoe Public Utility District, 1275 Meadow Crest Drive, South Lake Tahoe, CA 96150. By submitting a proposal the consultant acknowledges receipt of the grant forms and agrees to maintain documentation supporting periodic progress reporting and monthly invoicing.
