Submit five hard copies of the Statement of Qualifications by carrier or in person, addressed to Yue Lehman, Licensed Professional Engineer, City of Fresno Capital Projects Department, 747 R Street, 2nd Floor, Fresno, CA 93721. Electronic submissions are not described. A submission must be postmarked by the deadline or be timestamped on receipt by Capital Projects Department staff by the deadline; late submissions are not accepted. The SOQ should include a cover letter, firm overview, relevant experience and references, resumes, work plan, schedule, any Certification of Local Preference, and signed addenda, and must not exceed 20 pages, excluding required exhibits and signed addenda. All questions go in writing by email to Yue Lehman at yue.lehman@fresno.gov, no phone calls, within five business days of the submittal deadline; responses are issued by addendum on the City's PlanetBids site. The City's Standard Consultant Agreement is used with no modification.
