WHAT THEY WANT
(Summarized from the RFP)
The Oregon Department of Administrative Services, State Procurement Services, on behalf of the Oregon Employment Department (OED), is seeking a vendor to supply, configure, and implement a cloud-based Enterprise Service Management (ESM) system to replace the agency's legacy BMC FootPrints IT ticketing platform, which operates across two independent, unsupported instances and cannot be updated, patched, or integrated. The procurement covers a commercial off-the-shelf (COTS) solution — configured but not customized — along with vendor-led implementation, training, and knowledge transfer to OED IT staff.

The response states that "OED is not entertaining any offshore exceptions," that the EIS offshore exception process applies when resources "including support, are located outside of the U.S.," and that Exhibit K "doesn't cover support." Could you confirm which of the following is correct? (a) All support must be provided by US-based staff, with no offshore support permitted under any plan. (b) Support staff outside the US are permitted only if the Offshore and Foreign Services Plan under RFP section 3.3.1 (formerly 3.2.18) is approved by EIS. (c) Support staff outside the US are permitted if they have no access to Agency Data.

Section 3.2.18 requires an Offshore and Foreign Services Plan when offshore and/or foreign computing services will be used and identifies cloud/hosting, application development, maintenance, and support among the activities subject to disclosure. For a SaaS solution whose Agency data is hosted and processed in the United States, please clarify whether use of personnel located outside the United States for product engineering, technical support, platform operations, maintenance, or escalation requires submission of an Offshore and Foreign Services Plan. Clarification: The response reads only "See Question #," with no question number. Could you provide the intended answer?
