WHAT THEY WANT
(Summarized from the RFP)
Covered California, the state's health insurance marketplace created under the Affordable Care Act, is seeking a consulting firm to develop its next three-to-five-year Enterprise Strategic Plan. The marketplace administers California's individual and small-group insurance markets, manages plan certification and consumer enrollment, and oversees outreach, marketing and service operations for millions of Californians. Its current plan is in its final cycle, and leadership wants a successor that reflects the changing federal and state policy landscape, members' growing expectations for digital-first experiences, and the need to balance daily operations with long-term direction.
