Environmental Utilities Asset Management Program Roadmap
The City of Roseville is seeking qualified consulting firms to develop an Environmental Utilities Asset Management Program Roadmap for its water and wastewater divisions. The purpose of this RFP is to assess the City’s current asset management practices, identify gaps, and create a prioritized, actionable roadmap to guide improvements over the next five to ten years. The work is divided into two phases. Phase One includes a comprehensive baseline assessment of existing asset management business processes, data management, lifecycle management, operations and maintenance strategies, and organizational practices. Deliverables include a detailed technical report, executive summary, and prioritized action plan with cost estimates and timelines. Phase Two, which is optional at the City’s discretion, consists of implementation support to assist City staff in executing the roadmap recommendations. This may include change management, performance tracking tools, and hands-on guidance. Implementation support costs under this procurement may not exceed $500,000.
