The City of Newport Beach is seeking qualified and experienced real estate appraisers to establish an eligibility list for providing appraisal services for residential properties located in the Beacon Bay community. The purpose of this Request for Qualifications is to identify and pre-qualify appraisers who can support the City in determining fair market values of properties for asset management and lease negotiation purposes. Selected appraisers will be placed on a five-year eligibility list, and homeowners will choose from this list when appraisal services are required. The selected professionals must meet industry standards, including Uniform Standards of Professional Appraisal Practice compliance and relevant experience with leased land conditions. The City emphasizes qualifications-based selection, with evaluation criteria focusing on experience, project team qualifications, and sample appraisal quality rather than pricing. All contractual and payment arrangements will be handled directly between the appraiser and the homeowner.
