Evaluating Climate Progress Against Climate Targets
The State of California Air Resources Board is seeking qualified contractors to conduct a comprehensive evaluation of California’s progress toward achieving the climate targets established under Senate Bill 32 and Assembly Bill 1279. The selected contractor will analyze both quantitative and qualitative data across sectors included in the state’s greenhouse gas inventory, including transportation, industry, electricity, agriculture, and commercial sectors. The project will involve developing metrics that measure the effectiveness of current climate policies, programs, and investments, as well as assessing broader economic, environmental, and community impacts. In addition to analyzing datasets provided by the state, such as greenhouse gas inventories, energy and fuel use data, and air quality indicators, the contractor will collect additional information through literature reviews, interviews, surveys, and public engagement activities. The work also includes producing communication materials and a strategic communications approach to present findings in accessible formats such as case studies, visual graphics, and summary materials. The goal is to improve transparency, inform policymakers, and communicate California’s climate progress and challenges to the public.
