Evaluation of Fuel Specification Changes
The State of California, through the California Air Resources Board, is soliciting proposals from qualified contractors to evaluate the impacts of alternative fuel specification scenarios in California and the broader West Coast region. The project will analyze potential harmonization of California gasoline specifications with federal or multi-state specifications, including impacts on fuel supply, refinery production, pricing, infrastructure, and consumer costs. The contractor will assess current gasoline standards, refinery modeling, fuel flow dynamics, and price implications across Petroleum Administration for Defense District V states. The work includes developing multiple harmonization scenarios, evaluating economic and market effects, conducting stakeholder outreach, and documenting findings in technical reports to support future policy decisions and rulemaking. The contract term is twenty-one months with a maximum budget of $750,000. The resulting analysis will inform transportation fuel transition planning and regulatory strategy during California’s clean energy transition.
