Feasibility Study for Monroe Street Physical Suicide Deterrent System
The City of Spokane is soliciting qualifications from firms to conduct a comprehensive feasibility study for implementing a physical suicide deterrent system on the historic Monroe Street Bridge. Built in 1911 and listed on the National Register of Historic Places, the bridge spans approximately 140 feet above the Spokane River and has raised ongoing pedestrian safety concerns. The selected consultant will identify and evaluate feasible barrier alternatives that preserve the bridge’s historic character while meeting applicable engineering and safety standards, including Washington State Department of Transportation and federal requirements. The study will assess structural impacts, construction costs, implementation timelines, traffic management during construction, permitting considerations, and long-term maintenance implications. Services also include developing and implementing a public outreach strategy to engage community stakeholders and preparing a comprehensive report summarizing findings and recommendations. The consultant may also support presentations to the City Council regarding study outcomes.
