WHAT THEY WANT
(Summarized from the RFP)
The City of Bellflower, a city of about 76,000 residents in southeastern Los Angeles County, seeks a consulting firm to conduct a comprehensive feasibility study of establishing and operating its own animal control and animal sheltering services. For roughly 30 years the City has contracted with outside providers for these services. As contract costs have risen and the City has had concerns about the level and consistency of service, it wants to know whether a City-run program is a viable alternative.
