Federal and State Legislative Advocacy Services
The City of Chula Vista is seeking proposals from qualified firms or individuals to provide professional federal and state legislative advocacy services. The selected consultant will represent the City in Sacramento, California and Washington, District of Columbia to advance the City’s legislative platform, secure funding, and influence public policy decisions. Responsibilities include developing and executing legislative strategies, analyzing proposed legislation and regulatory actions, advising on funding opportunities, preparing required lobbying compliance filings, and maintaining strong working relationships with elected officials and government agencies. The consultant will also collaborate with the City of Imperial Beach on federal advocacy efforts related to the Tijuana River Valley public health and water quality crisis, including transboundary pollution and wastewater infrastructure issues. Services include strategic planning, policy analysis, grant identification, crisis communications support, and representation before federal agencies.
